Richard Horn, Attorney, Richard Horn Legal, PLLC.
Richard is the founding attorney of Richard Horn Legal, PLLC. Richard was formerly a Senior Counsel and Special Advisor in the Consumer Financial Protection Bureau's Office of Regulations. There he led the final TILA-RESPA integrated disclosure rule (or TRID rule). He also led the CFPB’s design and consumer testing of the TRID disclosures.
Richard advises clients on TRID implementation and compliance, including bank and non-bank mortgage lenders, mortgage brokers, title companies, and technology vendors of all sizes. Richard provides clients with his unique perspective and cost-efficient representation, as one of the key architects of the TRID rule. Richard also advises on other residential mortgage compliance matters, such as the CFPB's Ability to Repay/Qualified Mortgage and Loan Originator Compensation rules, state licensing and high cost loan laws, UDAAP, E-Sign Act, FCRA, and privacy requirements. He also advises clients on investigations and enforcement actions by the CFPB and other federal and state agencies.
Melanie A. Feliciano, Esq., Chief Legal Officer, DocMagic, Inc.
Melanie joined DocMagic, Inc., in October, 2004, as Assistant General Counsel and was promoted to DocMagic’s Chief Legal Officer in June, 2010. Melanie manages the Legal Department; serves as Editor-in-Chief of DocMagic’s monthly, electronic compliance newsletter, The Compliance Wizard; oversees, negotiates and prepares various agreements involving DocMagic’s customers and strategic partners; manages DocMagic’s risk; and handles legal matters relating to DocMagic’s business operations. Melanie also supports DocMagic’s Chief Compliance Officer, Gavin T. Ales, and the Compliance Team with respect to DocMagic’s compliance products and services.
Melanie was responsible for implementing RESPA 2010 and TILA/MDIA 2011 across DocMagic’s compliance products, including DocMagic’s forms and compliance audits. She also supported the implementation of the Ability to Repay/Qualified Mortgage Rule and is active with DocMagic’s TILA-RESPA Integrated Disclosure Rule efforts at DocMagic.
Melanie graduated from Southern Methodist University in Dallas, Texas in 1987 with a B.B.A in Accounting. She received her J.D. degree in 1990 from the Georgetown University Law Center in Washington, D.C. Melanie is a member of the State Bars of California and Texas.
